#On a Jurisdiction Known by Its Paperwork

The Bohemian Severity District shows up first and most reliably in its forms. A sentence leaving a Purity tribunal in Prague carries the designation in its heading. A cart permit for the bridge carries it beneath the municipal stone office's seal. An Ephrath tablet inventory carries it on every page, in a hand that has not changed its slant in forty years. The Bureau of Doctrine commissioned this survey in A.S. 201 to describe what the designation governs, and I describe what the files prove. Prague lies inside the district beyond dispute. The files do not say where the district ends, and I will not draw a map to satisfy cartographers who want their jurisdictions trimmed square.

By geography Prague is a city. In the reckoning of the Forward Heartlands it is a Zone 3 supply node. By administration it is a severity district. These three identities overlap, but they are not the same. Prague stands behind the Sagittal Line and feeds it without holding any part of it. The severe name has tempted provincial writers to give the city bastions and a frontier wall. It has neither. Its severity is civic: sentences, routes, counterseals, cleaning rotas, and schoolchildren who know exactly where to stand.

#On the Offices That Share a Sentence

A sentence in the district passes through more hands than a relic on a feast day, and every pair of hands wants it countersigned.

A quorum of Bureau of Purity officers ratifies the sentence and prosecutes the condemned. The Bureau of Oaths counterseals it. The convict's name is branded small on the lower edge of an oak tablet. The crowd cannot read it at that size, and the brand was never meant for the crowd. The Order of Saint Ephrath takes custody in its chapterhouse courtyard on the hill above the Vltava and does its preparatory work out of public view. The brothers wear grey-white, and they take care that nobody mistakes it for Purity's bone-white. Their seal shows a tongue transfixed by a nail above an open book. Beneath the chapterhouse, their tablet warehouses sort boards by year, route, offence and nail diameter. The archive is more orderly than most cathedral treasuries and smells of linseed and old iron.

At the second bell after dawn the Bureau of Bells takes over the cadence. The Bureau of Orison and Song breathes fog through the brass street vents. The Bureau of Records keeps the count, collects the countersignatures and audits everyone afterwards. At the far end of the route, the tablets are taken off, catalogued, washed, sanded and sent back to storage.

The cleaning is where jurisdiction turns into a brawl. On Charles Bridge, Ephrath cleans before Sext and the municipal stone office cleans at Sext. Ephrath removes doctrinal residue: splinters, filings, torn cord, prayer cards thrown by overwrought mothers. The stone office removes civic residue: dung, fish scales, wax and dropped coins. Records audits both and finds both incomplete. Nobody here owns the district outright. Ephrath is its most theatrical tenant, and Purity is the tenant that signs.

SENTENCE ROUTING ABSTRACT — BOHEMIAN SEVERITY DISTRICT, PRAGUE Ratification: Bureau of Purity quorum. Counterseal: Bureau of Oaths. Preparation and conduct: Order of Saint Ephrath. Cadence: Bureau of Bells. Fog: Bureau of Orison and Song. Tally and audit: Bureau of Records. Bridge surface: municipal stone office, subject to correction.

#On the Route and Its Regulation

The oldest use of the designation I can lay hands on is a chapterhouse entry in the Ledger under A.S. 92: disciplinary theatre annex, Bohemian severity district. Those six words show the phrase was in use that year. They do not say when the district was constituted, who governed it, or when Prague came under it. I have seen provincial clerks build whole charters out of less, and I have had them corrected.

In A.S. 94 the brothers petitioned Purity to conduct the Procession of Tongues. The petition ran forty-one pages and was approved in a single afternoon. This came during the consolidation that followed the Concordat. Offices that already existed took on new procedure in those years; they were not conjured from nothing. Records' Seventh Revision puts the inaugural march at two hundred condemned. The A.S. 96 charter fixed the route: chapterhouse courtyard, Charles Bridge, the university quarter, the final silence station. Deviation from it counts as contempt of procedure.

Only Prague holds the licence for the full rite. Lyon, Metz and Strasbourg hold derivative permissions, which makes them licensees. It does not make them part of the district. Standing Order 14-F, revised A.S. 187, requires every tablet to bear the Triune Knot on the obverse and Purity's seal on the reverse. It fines the responsible Prior three Crowns of Grace for each missing mark. Ordinary carts are barred from the bridge during a full march. When the Bureau of War's grain convoys need to cross, Purity negotiates, and the condemned wait in the courtyard while officials argue over tonnage.

Provincial retellings, and one earlier codex entry, state that the Procession has run "without interruption" since A.S. 94.

Corrected. The rite has been held every year since A.S. 94. Individual marches on the bridge have been interrupted thirteen times and paused forty-seven times. The A.S. 130 interruption alone cost a tavern philosopher his lower lip. A rite holds its place in the calendar because each failure is filed promptly, not because nothing has gone wrong.

#On Learning, Contraband and the Household

The university quarter is the district's oldest patient and still under observation. The Rationalist faculties of Law, Rhetoric and Natural Philosophy now teach Canonical Procedure, Approved Dialectic, Liturgical Measurement and Civic Silence. The buildings are the same, and the syllabi are better.

Black-market texts still come in inside beer casks and coat linings. The Bureau of Silence confiscates the texts. The Bureau of Shadows watches the people involved, including any official who makes too much noise confiscating them. A vintner was once burned for selling wine insufficiently sacramental. Three casks went to Doctrine as evidence and have been under examination ever since. Rigour takes time, and so, apparently, does tasting.

The household has adapted. Choir schools rehearse silence drills in case a column turns down their street. Families keep front-room stools graded by height so that children can see over adult shoulders. Licensed shutter-renters sell viewing positions by household and doctrinal standing. Bakers time their ovens to the delays.

The Order of Worms-Below works beneath the city. Those brought up from its stairs are said to speak for days in voices not their own. That is testimony, and it is filed as testimony.

#On Acoustic Exposure

The district worries more about sound than about scholars. Scholars can be catalogued. Sound gets into the masonry.

In A.S. 61, during the Great Retreat, twelve Litany-Engineers went beneath Prague's Rationalist observatory with hymnals and unstable powder. At dawn the tower folded into the earth. Three Engineers survived, and nine were classified as consumed by the work. Doctrine calls the collapse Providence. Rationalist remnants call it subsidence. People with cellars in the university quarter say the fissures still hum counter-songs, and the district's inspectors have learned not to put their ears to certain walls.

In A.S. 167 came the Night of Silent Steel on the eastern seminary field. Seven Pale Chanters sang an inverted Kyrie, and the banner went up on time. Forty-three Radiant Fusiliers died without firing a shot. Records called it command miscommunication. The soldiers called it the day the Creed went silent. Bells added banner-tone anchors, and Doctrine banned the soldiers' phrase, which has kept it in every barracks since.

In A.S. 199 a Bells delegation recorded the Procession's acoustic profile and noted resonance under the third and ninth arches of the bridge. That same year a Judge was seen at the foot of Charles Bridge. The Ephrath Prior wrote vidit in his report. Purity asked what the Judge saw. The Prior has not replied, and the accounts disagree about whether a march was under way at the time.

#On the Present Survey

As of A.S. 201, the district's Prague administration is obedient and useful, and everyone in it is watched. Rail yards carry grain east and penitents west. Paper mills supply the tribunals. The schools turn out clerks with careful hands and poor sleep, and the Forward Heartlands take them gladly. The Order sends its methods out under licence. The standing concerns are Rationalist residue, acoustic susceptibility and public correction overuse. No office has measured the overuse, and Purity would sooner not see a figure.

Every office has a request on file. Purity wants a second full Procession each year. Ephrath wants better drainage. Records wants an archive annex beneath the old tower. Bells wants permanent resonance posts. The municipal stone office wants money, lime, sand, and the right to scrub a parapet without being corrected by a theologian with a clipboard. None of these requests had been granted when this survey was sealed. Requests are the district's natural condition, in the way a reliquary's natural condition is waiting to be opened.
