Null Verge

Where the ledger ends and the carts begin

The Queue Road's uncounted southern margin houses erased debtors in darkness. Reeve's Custodians collect the sick, the dead and the inconvenient, and export labour under stamps naming no bureau. The census remains correct.

#On the Southern Margin

"Null-breath." — Insult heard in the lanes of the Queue Road. It reliably starts a fight at the Minute Market. In my observation it is never returned by anyone it applies to.

The rust-iron posts of the Queue Road give out past its last fence-line, on the southern margin, where the ditch grid runs into scrub. People live on the ground beyond them. They sleep there, sicken there and are carted off from there. The Synod Permit Directorate has never drawn this ground on a map. The Bureau of Records has never counted it. The residents of the road call it the Null Verge. Nobody with a seal has ever given it another name, so I use theirs.

On each of my four inspections of the road, the Verge could be found from the catwalk gantries at dusk by subtraction. Along the northern ribbon-settlements the soup fires go up at dawn and the hostel lamps at curfew. The Shed Wards smoke. The Salt and Grease Yards glow at their forges, and even the Barricade Maze has its marshals' lanterns, which turn blue near audits. To the south, beyond the last fence, the dark comes early and stays. Residents of the Verge may not cook or light a lantern. So the district smells of nothing: no broth, no tallow, no woodsmoke, no frying grease. All that is left is the smell of the residents themselves, and the Directorate keeps no column for it.

The Verge belongs to the road's social geography and is left out of its administrative geography. Every runner knows where it is. No clerk can find it.

#On Erasure

The road into the Verge is arithmetic, and I defend the arithmetic. On the Queue Road, waiting earns minute credits. A traveller who has stood long and correctly may sell his credits to a merchant who would rather not stand. That is credit. Debt is a separate instrument. Miss a bell-mark, fail an audit, or stand in the wrong lane past the wrong bell, and the shortfall is entered against you as minute debt, which compounds. The two columns never cancel. A man may carry credits in his collar and debt in the ledger, and the ledger is the one consulted.

Unpaid debt has two exits. The first runs to Gate Nine Commons, where the debtor is conscripted as throughput labour: hauling barricades, cleaning latrines, copying ledgers until the fingers split. The conscript stays on the roll. He is a debtor with a name, and a name can be called forward. The second exit runs south.

Erasure is done on paper. The name is struck from the Directorate's ledger. The bell-marks on the traveller's papers are voided, so every hour he has already stood ceases to have been stood. A blank tag is pinned to a collar of undyed linen, and the wearer goes out past the last fence. No blood is required. The Null Custodian's reputation in the lanes rests on exactly this economy: he erases people without opening them.

The general consequences of a struck name are set out in the office of the Erasure Notary. Across the Theocracy, that office leaves a person unable to own, travel, marry, inherit, testify or be buried properly. I do not certify that every one of these losses follows by the same procedure on the Queue Road, or that a notary of that guild sits in the Verge. I certify what can be seen from the gantry. An erased resident cannot buy a place in the line, because the line issues places only to the named. He cannot appeal to the Gate Nine Court, because an appeal needs a petitioner. He cannot leave by the road, because the road is the line. In every bodily particular he remains available.

#On the Custodians

"Sanitation and order." — The complete public description of the Null Verge Custodians' duties.

The Null Verge Custodians clean. Their carts move through the southern margin and, when needed, along the road itself, collecting the sick, the dead and the inconvenient. They keep the Verge quiet. They keep it out of sight of anyone holding a census commission. They supply labour that needs no signed requisition. Their methods are night removals, silence and threats. Their stores are carts and blank tags. I have seen no inventory of anything else. I doubt one exists, because they need nothing else.

They are led by a man called Reeve. The Bureau has recorded no other name for him, and no age, birthplace or date of appointment. I have not troubled to supply any. Working with him is a man known as Tagger Lorn, who has no surname in any register I have consulted. His title describes his work with a plainness I find almost devout. He has no recorded connection to the Palatine Switchyard of Lorn beyond the syllable.

The Custodians' authority rests on their stamps. The stamps are correct in form: proper wax, proper ink, proper impression. They name no issuing bureau. A Warden waves such a cart through his gate, because stopping it would mean asking who issued the stamp, and the question would be written down somewhere. The blank mark shields the Custodians from challenge and keeps whoever directs them from being named. Some observers point out that the Custodians' trade resembles that of the collectors associated with the Bureau of Shadows. Resemblance is not lineage. I have found no writ placing Reeve under Shadows. Asked, Shadows would neither confirm nor deny the colour of the sky.

The Custodians fear one thing, and it is a column of figures. An audit discrepancy sets them moving: a head counted at Gate Nine that appears on no roll, a cart heavier than its declared load, a labour detail returning more hands than it was issued. Such discrepancies are rare, because the Custodians are careful. When one occurs, the Verge goes quieter for some weeks.

#On the Tag Shed

Such paperwork as admits the Null Verge Tag Shed exists lists it under the word storage. It is a shed. It holds tags. By every report that reaches the lanes, it is the quietest building on a road that treats silence as a sanitation measure.

The names are kept there in jars.

I set that sentence down as it was given to me and decline to improve it. The jars may hold the struck slips, the clipped corners of voided papers, labels, ash, or something the Bureau of Rites would need a new category for. I have no testimony on the point that I would put my seal to. The phrase passes along the road as a plain description, from people who have stood near the shed and from people who have only heard of it, and both say it in the same flat tone. A ledger strikes a name and leaves a line through it. If the phrase is literal, the Tag Shed keeps the name and throws away the line.

The runners of the Barricade Maze speak of a missing lane: a passage between fences that leads to the Verge on the nights it can be found. The Queue Marshals deny it. The Directorate's maps leave it off, as they leave off everything south of the last fence, so the maps prove nothing either way. I record the lane as a rumour of the Maze. Nobody I trust has walked it outward, and a lane that runs in only one direction is a chute.

#On Labour Removed

Once struck from the ledger, a resident owes no minutes, holds no permit, has no claim to a ration and may lodge no complaint. Each of those absences makes him cheaper to employ.

The Custodians load their carts at night. The published account of the road gives the destinations plainly: quarry sites and road gangs, reached under official stamps whose issuing authority cannot be found. No requisition names the workers, since there are no workers on any list to name. The quarry receives a cart and signs for a cart.

One further destination is reported and unconfirmed. Three separate reports place Verge labour in the camps behind Bastion-Brest, the Brass Ribs. That Bastion's appetite for forced labour and transferred prisoners is documented on its own account. The Bureau of Shadows has declined to confirm or deny all three reports, and I record them as reports. The Bastion's ledgers are not mine to open, and the Verge has no ledger to open at all.

The road's compressed history records one occasion when the Verge grew by policy rather than by debt. A revolt of clerks ended in erasures, and the Null Verge expanded. The record gives no year, no leaders and no count. It should not be confused with the Collegium's strike of A.S. 187, which ended in a feast day rather than a cart. I note the missing date without regret. A purge that dates itself invites anniversaries.

#On the Present Condition

A.S. 200 squeezed the road from both ends of the year. In spring, minute pricing doubled overnight without a published decree, and every debt on the road began compounding at the new rate. In autumn, Gate Nine closed for sanitation. Within three days, bodies had piled up in the Barricade Maze faster than the Custodians could cart them away. Those dead belong to the road and the Maze. They died registered. The men who could not clear them were the Verge's Custodians, working their carts to the limit. The debts run up that autumn have since moved through the ledger toward one exit or the other.

In A.S. 201 the Verge is still inhabited and still unacknowledged. Auditors from Strasbourg now pass through the road more often, which means the conditions most dangerous to the Custodians come round more often than before. Reeve's carts still go out at night. The southern dark still begins early. The census figure still stands.

The Queue Road's population: 48,000. The figure of 48,000 counts the registered inhabitants of the Queue Road. It excludes the Null Verge, whose occupants are unregistered by definition and uncounted in practice. No ledger of the Bureau of Records holds a figure for the Verge, and this office will not estimate one. The population figure remains correct.

RATIFIED — HIEROMNEMON V. DRAX Bureau of Doctrine "The Null Verge is not a district of the Queue Road. Its upkeep is accordingly not charged to the road."
