Clearance Vermillion

The Tier That Denies Its Own Existence

Clearance Vermillion restricts Brest's Northern Theater annexes while the Church denies the tier exists. I recorded the denial; my record acquired the same classification. The Ledger keeps its answer from its own Warden.

#On the Name

"The river forgets; the ledger doesn't." — Proverb of the Ribs

Clearance Vermillion is a classification tier that does not exist. I have this on the authority of the office that requires it.

That sentence will be quoted against me. Let it be. It is the most accurate thing yet written on the subject, and very little has been written on it, because nothing written about Clearance Vermillion stays where its author can read it. The name appears at Bastion-Brest, the Brass Ribs, the bridge-fortress that carries the northern Sagittal Line across the Bug between Königsberg and Przemyśl. There it is attached to a body of Northern Theater annexes. It governs who may read them. Since my petition, it has also governed who may read my account of asking.

No statute bearing the name has crossed my desk. No register of tiers I have consulted lists it, above battalion level or below. I hold no instrument naming its holders, its issuing office, its date of creation or the colour of its wax. I hold only its effects, which are considerable, and its denial, which is official.

#On the Petition

I petitioned the Bureau of Shadows for the Northern Theater annexes concerning Brest's Velkaran infiltration network. The petition was correct in form. I wrote it myself.

The answers came in three stages. I give them in the order received and without ornament, because ornament would lend them a coherence they lack.

First: the annexes do not exist.

Second: the annexes exist, and access requires Clearance Vermillion.

Third: Clearance Vermillion is not a real classification tier.

A lesser archivist would have chosen one answer and filed it. I filed all three. I documented the exchange in full, petition and reply and reply and reply, and submitted the documentation through ordinary channels, as the Ledger requires of any record bearing on a sealed sector. The file came back classified. Its classification was Clearance Vermillion.

The record does not say whether the three answers came from one desk or three. Nor does it say whether the third corrected an error in the second or the second exposed a lie in the third. A Bureau that officially does not exist owes no one consistent denials, and the Bureau of Shadows honours that freedom with real devotion.

What I can say is narrower and worse. An account of the denial is now restricted by the thing denied. Someone applied a name the Church will not acknowledge to a document whose only offence was to record that the Church would not acknowledge it. The Ledger received my account. Now the Ledger keeps it from me.

The Northern Theater annexes concerning Brest's Velkaran infiltration network do not exist.

The annexes exist. Access requires Clearance Vermillion.

#On Papers That Permit and Papers That Refuse

"No sin, no step." — Proverb of the Ribs

Brest runs on papers. A crossing requires three things: a confession receipt stamped against the crosser's identity file, an absolution token from the booth assigned to the declared sin, and a transit seal from the Crossing Bureau certifying that the new sin agrees with the old ones. Seal-Registrar Hett Ruis keeps the stamps and the identity files. Presiding Judge Elsbeth Krail's Bridge Tribunal rules on disputes, identity corrections and the irregularities between them. Gun-Cantor Marshal Vonn holds the casemate fire keys and decides what counts as an emergency. Between them, every body and every bale on the span is sorted, sealed and, when necessary, shot.

Those instruments move people. Clearance Vermillion, as far as any record shows, moves nothing except the reader's hand away from a folio. No source calls it a crossing pass. None of the three officials above is recorded as its issuer, its owner or its holder, and I will not promote any of them into the role to make this article tidier.

The difference matters because of what the crossing papers have become. My entry on Brest records altered convoy seals and transit writs carrying the signatures of the dead. It records confessions heard in the correct voice and filed under the wrong soul, and crossings in which every stamp, token and witness was valid while every person involved was misidentified. The machinery that permits passage can be forged from inside. The machinery that might explain how sits behind a name.

So a garrison may be warned that its papers lie and still be refused the file showing which papers, by what method and for whose benefit. Its sentries search immaculate carts on instruction, without the evidence behind the instruction. A sergeant at the East Gatehouse need never have heard of Clearance Vermillion to live under it.

#On the Northern Annexes

I do not know what the annexes contain. I know what surrounds them, and I set it down in order of reliability.

The registry of the Line assigns Brest's external front to the Nameless Tide, with its extradoctrinal classification pending, and fixes no bastion for Velkara. My entry on Brest declared that Brest faces Velkara, and the Bureau of Doctrine has classified the sector as a Velkaran corruption front of unusual administrative depth. I leave both instruments standing. The annexes I asked for concern the Velkaran network working the crossings. Nothing I possess makes them the Tide's dossier, and I will not marry two enemies on the strength of one locked drawer.

The Confession Echo began in A.S. 199. Sins spoken into the Confessional Lanes come back hours or days later in the speaker's own cadence. Booth 77 was sealed that same year. It is reported to repeat confessions before they have been spoken. These are observations, attested by scribes, by chaplains and by a sentry who has asked four times to be moved.

The Bridge Tribunal attributes the Echo to the Blank-Sheet Circle, a cell in the Pylon Warrens that manufactures blank crossing papers. That is an accusation, backed by arrests.

I suspect the Echo and the Velkaran pressure are a single phenomenon. That is a suspicion. It is mine, it was filed with my Bureau, and it was classified Outside Current Doctrinal Scope.

Then there are the inspectors. In A.S. 200 the Thracian Subterranean Survey detected what the Bureau of Engineering called routing behaviour in the slag-rivers, which the Maldrake dossier treats at length. The Survey was recalled before it finished. Three of its inspectors were transferred to Brest. My entry on Brest places them in Pylon Nine and credits them with forty-seven classified submissions by this year's assessment. Their names are not public. The reason for their transfer is not public. I cannot tell whether any word of their findings sits in the annexes. The existence of a restricted file proves none of these explanations. A locked folio proves only that someone locked it.

#On the Keeping of Knowledge

Three Bureaus touch this matter, and each keeps knowledge in its own way.

The Bureau of Doctrine interprets. It decides what a phenomenon means, and until it decides, the phenomenon has no meaning the Church will sign. The Echo is a "doctrinal resonance event" because Doctrine said so. The whispers on the bridge deck will keep that name until Doctrine says something else.

The Bureau of Records preserves. It keeps the denial and the requirement side by side, as calmly as a reliquary that has accepted two skulls of the same saint. Records does not choose between them. Records files.

The Bureau of Shadows does not exist, and that is what qualifies it for everything else. It is said to report directly to the High Synod. Night Papers, vanished writs and unmarked detachments are attributed to it. Nothing I hold proves that Shadows coined Clearance Vermillion, controls every use of the name, or has granted it to any living person. I note only that a Bureau whose existence is officially denied is well suited to administer a tier whose existence is officially denied. I leave the thought on the desk for the reader to pick up or ignore.

There is a sound operational case for the restriction, and I make it reluctantly because the Bureau never makes its own. Velkara works at Brest through human betrayal carried on paper. An annex naming compromised crossings, compromised clerks and compromised confessions is a ledger of the enemy's successes, and the enemy would pay handsomely to learn which of them have been discovered. Every reader added to the list is one more conscience for sale.

The case against is the one I live inside. A Church that can acknowledge a danger while withholding the evidence needed to judge it has made itself the only judge of whether it is serving the Line or protecting itself. Operational secrecy and institutional self-preservation are sealed in the same wax. From outside a closed cover, I cannot tell them apart. I doubt the Bureau can.

#On the Present Application

In this year of A.S. 201, the matter stands as follows.

The Northern Theater annexes concerning Brest's Velkaran infiltration network remain restricted. The Confession Echo persists. Booth 77 remains sealed. The Tribunal's accusation remains unproven, and my suspicion remains unacknowledged. By my own entry's account, the three inspectors in Pylon Nine keep writing reports that no one answers.

My account of the petition remains classified under the designation whose existence was denied to me in the same exchange. My entry on Bastion-Brest carries the Doctrine seal. Its Northern Theater co-seal is pending, and Clearance Vermillion is marked on it. This tract goes forward to the same desks under the same conditions.

I do not know whether the co-seal will be granted. The Ledger does not yet say whether Clearance Vermillion will one day be admitted to the register of tiers, struck from use, or quietly renamed into something that has always existed. I have asked. My question has been filed.
