Cinderrow Wards

Where the hands are licensed and the lungs are not logged

The soot-brick worker wards of Lorn, where employment requires confession, debt is paid in night shifts, and the dying remain paper-safe. The Thrown Hand prepares a slowdown; the schedule still certifies its labour supply.

#On the Wards and the Shift

"Procedure is mercy. Mercy is sound." — Palatine Yard Command inscription, Main Freight Arch

The Palatine Switchyard of Lorn keeps its freight on the yard floor, its paper in the Manifest Basilica, and its labour in the Cinderrow Wards. There the hands that throw the points are fed, bedded and licensed, then returned before the next bell. I surveyed the wards in A.S. 201. They are built of soot-brick, and the brick has long forgotten it was ever another colour. The air smells of boiled cabbage and coal, cabbage first before noon and coal first after.

I asked the Bureau of Records for a ward count. The Bureau could furnish none it was prepared to sign, and I will not supply one it refused to sign. It gave me no boundaries either. In practice the wards begin where a worker coming off the night shift first smells cabbage, and they end where a provost first asks to see a licence.

Dawn arrives as bell fog, a mixture of steam and coal haze lying so thick in the lanes that a crew going down to the points can recognise the crew coming up only by its cough. Switch-throwers, brake techs, crane riggers, salvage pickers and rail medics with their satchels pass one another at the shift swap without pausing, because a pause is unscheduled. Over the fog, from the western approach, comes the Pulse. It is the sound of the Basilica's stamping halls processing, page by page, the cargo these same crews moved by hand an hour before. The tenements hear it through their walls. Anyone raised here learns the rhythm of the stamp years before the first tower call at fourteen. The Bureau of Bells considers this a doctrinal deficiency. I consider it an accurate education.

#On Wages and Permissions

"A clean stamp won't stop a bad throw." — Lorn proverb

No resident of Cinderrow works by right. Work requires a licence, and the licence is attached to a confession. In the Safety Booths of the Manifest Basilica a switch-thrower kneels and recites the errors of the preceding period: the late measure, the short coupling, the glove removed in the wrong place. Records then "forgives" those errors into more work. The forgiveness is entered against the licence, and the licence against the name. The name is what the provost asks to see at the end of the lane.

The Yard does not need a Cinderrow ordinance to reach Cinderrow, because its coercions apply to the whole city. They include quota shifts, safety fines, confession penalties for "procedure neglect", wartime labour conscription for the Bureau of War, and debt. Lorn enforces debt through Records liens and union penalties, and it is seldom paid in coin. It is paid in night shifts. It is paid in further safety fines, which become further debt. When that arithmetic is exhausted it is paid in forced corridor work, sent east toward the Sagittal Line, where the ledger expects no repayment and receives none.

The body keeps its own account. The yard calls it brake-bite when a hand or forearm is caught in a rushed coupling. The coupling was rushed because the quota was behind, the quota was behind because the Needle was backed up, and the Needle was backed up because Yard Command wished it so. There are also crush injuries, grease fires and scalding steam. Beneath them runs the slow killer, coal-dust and brake-smoke lung. My assessment of Lorn found it kills more workers than accidents do, though accidents are logged and lungs are not. A cough in Cinderrow appears on no manifest. A dropped coupling reaches the Safety Booth by the following week.

The wards have a word for a worker whose every stamp is clean and who is dying anyway. They call such a worker paper-safe.

#On the Canteen and the Thrown Hand

The Cinderrow Canteen feeds the wards at midday. That is when transload peaks on the yard floor and the union meal lines form at the canteen door. The menu is coal-oven bread, thin stew and salt tea. The steam is cabbage, the heat is coal, and the talk is of routes. The grain for the bread comes on one day's rail from the Grain-Gray Ration Parliament of Wexel, which takes Lorn's tools in exchange. The Parliament's own schedules answer to Lorn's dispatch bells, so the canteen eats from a field the Yard already governs.

The canteen's reputation lists riot beside steam and coal as one of its hazards. Nobody I questioned would date the riots, and I will not date them for anyone. Local report also holds, and I heard it repeated as casually as a remark about the weather, that a union ledger is hidden in the canteen ceiling. Nobody named its keeper, its age or its contents to me. I record its existence as reported and nothing more.

The Switchmen's Union, called the Thrown Hand, holds two territories: the yard floor and Cinderrow. Its stated purpose is labour safety. The source of its power is cruder and more honest than that. It has crews, it has tools, and it knows the routes, which means it knows which points, left unthrown for one hour, would stop the city. It works by slowdown, by threat of sabotage and by the solidarity fine, and that fine falls on its own people. A worker who takes a shift the union has refused owes the union. A worker who owes both the union and Records owes twice, and both creditors know where that worker sleeps. The Hand has pulled workers out from under a lien and has put others under one. In the meal line it asks newcomers "Count it or sing it?" and listens very closely to the answer.

Not every resident carries the Hand's oath-notes. Some carry only debts to it. Others hope to be overlooked by everyone and carry nothing at all.

#On the Yard Beyond the Walls

The lanes are Cinderrow's, but the command is not. Three officers of Palatine Yard Command reach into the tenements without ever entering them.

Yard Palatine Odrin Kessel holds priority and throughput. When he tightens the Needle, the yard backs up and quota shifts lengthen. Ration leverage is one of Command's acknowledged instruments, and in those weeks it settles on the canteen ladle. Bell Marshal Sister-Calder certifies procedure, which makes her the authority on accident guilt. When a coupling fails, her corps decides whether the cause was a missed measure or a careless hand, and the hand usually lives in Cinderrow. Records Prefect Halden Wry holds manifests, identity and liens, which lets him decide who counts as a name. The wards call a worker ink-cold once Records begins to watch. When watching is no longer enough, the official term for what follows is "friendly severance", meaning paper-erasure followed by blacklisting.

The erased go below ground. The Hush Tunnels run under the yard, the Basilica denies them, and the union uses them. The Hush Tunnel Runners accept payment in salt, stories and silence from people Records has struck off. Nobody confirmed an entrance inside the wards to me.

The wards do not believe that correct procedure is the same thing as safety, and they have precedent for their doubt. In A.S. 112 a night crew of forty-one died in the Silent Derailment. The investigation found every switch thrown correctly and every measure sung to specification. The record I consulted does not say where those forty-one slept, and I will not assign them to these tenements. Crews on the night shift now speak of the Hymn-Phase Slip and of Tower Nine. In the canteen line the proverb "If the yard answers your hymn, don't take that route" is passed along like a blessing. The theories of cause sit in sealed reports, and I leave them sealed.

"Safe motion is sung motion." — Cantor Corps doctrine, cited above as a statement of fact

Withdrawn as fact. Retained as doctrine. The Silent Derailment was sung correctly in every particular the investigation examined, and forty-one men are in the slag wall regardless. The Bureau of Bells keeps the sentence. This survey keeps the forty-one.

#On the Present Condition

"Routes make men. Audits unmake them." — Lorn proverb

The relic-payroll scandal that began in A.S. 199 has tightened every screw in the city, and the wards sit where the screws end. Three sealed crates passed the Needle with their stamps intact and arrived empty. Since then Records has wanted more inspections while the Yard has wanted more speed, and Cinderrow pays for both. The inspections land as night "safety visits" from inquisitors. The speed lands as couplings made faster than a forearm can be withdrawn.

Two things move the Thrown Hand: payroll cuts and cantor overreach. A.S. 201 threatens both. The union is preparing a slowdown, and the midday talk in the canteen has narrowed from routes in general to particular points. The Bell Marshal is preparing what Lorn's euphemism calls a "safety recalibration". The Basilica is preparing a revision. Inquisitor-Regent Veyl Hark is in Strasbourg reviewing Tower Nine's bell codes and the Payroll Spur logs, and she has not yet arrived. When she does, the wards expect the schedule to be audited at last, and they expect Cinderrow's hands to be the evidence.

At the curfew bell the towers lock. The lanes empty toward their doors. Soap is set out for whoever returns. Through the soot-brick the Pulse keeps time with nobody's work.
