Night-Syllable Cylinder

The seal certifies custody; the contents remain uncertified

Kest has sealed Brast's night-syllable cylinder. The Bureau can certify the seal; contents, provenance and any connection to the unlicensed sound remain unproved.

Night-Syllable Cylinder — Night-Syllable Cylinder, rendered as oil-painting.
Night-Syllable Cylinder. Filed under night-syllable-cylinder.

#On the Sealed Cylinder

The night-syllable cylinder is a sealed object in Brast. Every sentence after that one costs more. As of A.S. 201, Choirmaster Ilyra Kest has sealed it. The Bureau's knowledge starts there and, with a restraint the Bureau seldom shows elsewhere, stops there too. Who made it, what it holds, when it came into anyone's custody and how it got its name are all absent from the record. I will not smuggle them in under a borrowed seal because a reader has paid for a full page.

The name needs careful handling. The night-syllable is a thing heard in Brast. The cylinder is a thing held. A clerk who writes one in place of the other will be corrected with the edge of a ruler. A clerk who writes both on one line as cause and effect will be corrected with the other edge. The cylinder may carry the sound, or answer to it, or merely share its name the way a reliquary shares the name of a bone it may or may not contain. The seal does not say which. Seals rarely volunteer.

The record says enough to explain the trouble. In Brast, sound is administered. A song may make fuel usable, a cadence may pass a man through a gate, and an unlicensed verse may hang him. A sealed object named for an unlicensed noise is therefore an administrative event before it is anything else. Kest sealed it. In Brast that amounts to a claim of jurisdiction, made without telling anybody how far the jurisdiction runs.

#On Sound in the Furnaces

Pressure bells keep Brast's day. The dawn bell starts the distilling runs, gauges are checked at midday, rail dispatch goes out in the evening, and then comes the night furnace roar, which is more a climate than a sound. The black trade moves under that roar, and Ruln laughs under it. The city sleeps with metal humming in its teeth.

Into this city the Church has set song as procedure. The Calibration Choir, called Kest's Measures by anyone who wishes to stay employed, holds the only sanctioned choruses in the city. Its members sing sanctification over the distillate at fourth bell, recalibration over drifting sights, and placation to boilers that have taken offence. Pressure gauges answer hymns. Boilers hiss in something close to syllables. Cannons fed on careless procedure fire long or short, and the local proverb holds that when the cannon lies, someone lied first. The countermeasures are suitably liturgical. There are recalibration choruses and oil anointing. A gauge declared cursed is replaced by a gauge declared stamped. There are also silence protocols, which are exactly what they sound like and are enforced exactly as one fears.

Calibration hymns count as technical scripture in Brast. An unauthorised verse is a capital matter. Quiet-hymn sheets are sold in the Slag Market beside counterfeit seals and siphon bladders. Hymn-checkers at the gates listen for correct cadence the way provosts elsewhere look for correct papers. A city that hangs men for a wrong verse cannot be relaxed about a right one coming from no licensed throat.

That is the whole of the cylinder's importance at present. Whatever it holds, it holds it in a city where sound is property, permission and the precondition of usable fuel. Keeping an anomalous noise means keeping evidence of it. Sealing that evidence decides who may hear it. Destroying it decides that nobody will ever be able to say what it was. Kest has taken the middle course, which in Brast is never the cowardly one. It keeps every option in the hand that holds the seal.

#On the Interested Offices

Four offices in Brast have reason to care what lies under Kest's seal. None of those reasons does its office any credit.

Kest's interest is cadence. The Measures control machines by controlling songs, and the Choir's reputation in the Gauge Ward includes cadence licensing, blackmail and sabotage-by-silence. Its power is a monopoly on licensed sound. Its great fear is the machines sulking into mass failure. A noise the machines might attend to, unlicensed by the Choir, threatens both the monopoly and the remedy for the fear. The Choirmaster has a scar across the throat and perfect pitch, and never speaks above a murmur. Someone who governs a city by sound without raising their own voice knows better than anyone what it is worth to keep one particular sound quiet.

Pex Ruln of the Distillers' Compact holds the material end: throughput, filter stock, still recipes, the Still-Canal locks, the emergency mesh and the substrate receipts. The Compact's quarrel with the Choir is old, and this Codex has already entered it at length. Song commands material, and material resents being commanded by throats. The Compact's own entry records that machinery fed on Brast chrismole has begun to answer. If so, an inquiry into feedstock threatens the guild, and an inquiry into song threatens the Choir. Each would like the inquiry to find the other. Neither would welcome a cylinder entered as evidence.

Commander-Auditor Sorn Vale holds the manifest audits and the authority to execute, and wants every loss to have an owner. Vale's procedure has no column for an object that cannot be weighed against a seal, checked against a dispatch or matched to a certification. An item held under a Choirmaster's seal and missing from the Ordnance columns is exactly the kind of thing Vale's office exists to find unbearable. I have no record that Vale has demanded it. I have only a long acquaintance with auditors.

The Furnace Chapterhouse of Saint-Combust guards the ritual authority of the burn and the secret steps that make it work. Its priests bless drums without asking where they came from, because asking would turn useful ignorance into punishable knowledge. A sealed cylinder is the same bargain in portable form. The Chapterhouse has every reason to want it kept sealed, and an equal reason to want nobody to notice that it has a preference.

#On the Parallel Ledgers

Two other columns sit beside the cylinder in the present Brast account, and lazy readers will try to add them together.

The first is the misfire of A.S. 199. A Brast-fed battery at Bastion-Przemyśl put four rounds into a friendly rail junction, killing eleven and crippling a supply train. Ordnance blamed sabotage, the Choir blamed degraded feedstock and the Compact blamed the Choir. The question is still open, and its openness has made every office in Brast more frightened of anything it cannot account for.

The second is the seven sealed drums missing from the Manifest Court inventory. The count is exactly seven, a precision so implausible that Brast reads it as a purge announcing itself. Vale has produced arrests and confessions. Vale has not produced drums. Confession comes cheap in a city that indexes accident slips against confession booths, where a man may pay off his heat debt in names.

The Compact's account of the present lists the cylinder in the same paragraph as these matters. Sharing a paragraph is the full extent of the connection. No record before the Bureau links the sealed object to the lost drums, to the eleven dead at the junction or to the thickening residue in the Still-Canals. A clerk who draws a line between them is guessing in ink, and ink is the expensive way to guess. Gauge-scribes and furnace crews talk of engines hissing a new syllable during the night roar. That too is a condition of the city with no witness list attached, and I will not dress it up as a scene.

#On the Present Inquiry

Inquisitor-Mechanic Lux Thane Mire is coming from Strasbourg with authority to examine responsive substance by heat, oath, resonance, insult and other methods the Bureau of Doctrine does not print. Machinery fed on Brast chrismole has begun to answer, and Mire has been sent to ask what it means. That is the whole commission. Whether it extends to the cylinder is a matter between the Inquisitor-Mechanic and the Choirmaster. At the time of this entry, neither has done the Bureau the courtesy of producing a result.

Nobody would envy the Choirmaster's position when the examiner arrives. Kest has sealed a thing named for a sound, in a city where sound is law, ahead of an examiner whose warrant covers resonance. Opening the seal on request gives up the Choir's jurisdiction. Refusing invites the suspicion that there is something to protect. I would advise keeping it sealed while answering every other question in a perfect murmur, if the Choirmaster asked me. The Choirmaster will not ask. Perfect pitch is a poor listener to pens.

Meanwhile the furnaces roar. The Sagittal Line is fed. Bastion-Constantinople keeps its gun crews warm on Brast's convoys. Every office in the city goes on treating the cylinder as a question of custody, because custody is the only part of it anyone can prove. Nobody has certified what it holds or entered who made it. What it would do if opened is a question for an examiner with tongs and a warrant, and that examiner has not yet arrived.
