Harbor Marshal Command

The berth may be refused; the gun need not explain

Saffron Bastion's armed harbor authority holds the berths, chains and cliff guns. Canon-Marshal Veyra Sable keeps the port supplied, the lure lanes ranged, and the cost entered as marine incidents.

#On the Command and Its Jurisdiction

The Harbor Marshal Command is the armed part of Saffron Bastion's government. It rules the port alongside the Quay Chapterhouse and the Quarantine Prefecture, and of the three it holds the two things in that port that nobody can forge: the berth and the gun. Canon-Marshal Veyra Sable commands it. The Saffron account credits her with twenty-three years in command. I repeat the figure without certifying it. The Coastal Registry has never shown me her commission, and I have stopped asking for it, because the request seemed to amuse them.

The harbor was armed before the Command took its present shape. The surveyors who reached the headland in A.S. 68 came from the Church's emerging administration, and later filings call them Synodal only as a courtesy to hindsight. Their work-lamps drew the first waterline incidents. The breakwater teeth followed the designation of A.S. 72. When the formal Synod was settled in A.S. 90, it found the cliff guns already in place and supplied the stationery. I have not located the Command's charter. I have located its guns.

The port runs on four seals, and each belongs to a different hand. The Command holds the berths, the pier chains and the batteries. The Quay Chapterhouse seals cargo and stamps manifests. Prefect Halden Greaves holds the health holds, the dry-passes and the labor of the held. Writ-Lector Odrin Vale's Insurance Courts issue disaster writs and the exceptions that suspend civil law. All four cooperate. All four compete. The arrangement is quarrelsome, but in Saffron that counts as stability.

#On Berths, Chains, and Guns

Saffron exports salt and imports nearly everything else it eats, burns or fires. Grain, rope, powder and sanctioned lamp oil all come by sea. The convoys supplying the southern Line tie up at Third Quay, and they tie up when the Command assigns the slot. The bell orders that govern berthing follow the tides. A berth refused leaves a ship riding outside the breakwater teeth, its cargo spoiling and its fees mounting, while the Chapterhouse waits with wax that has nothing to seal. The dedicated registry puts Sable's instrument in one word: blockade. It names the fear she works on in another: starvation.

The Command's force is organized so that refusal can be enforced.

HARBOR MARSHAL COMMAND — DEFENSIVE DOCTRINE BREAKWATER CHOKE FIRE CHAIN-TOWER CLOSURES LANTERNLINE BLACKOUT DRILLS CONTROLLED FLOODING OF UNDER-WALL TUNNELS

The breakwater teeth push incoming hulls into a channel the cliff batteries have already ranged. The chain towers close individual piers. A blackout drill puts out the Lanternline catwalks on command. The tunnels under the walls run through old tide culverts beneath Low Nets, so flooding them is a defensive measure taken under people's beds. The doctrine says nothing about giving notice. Gun crews on the cliffs call their drill gun-prayer. I have heard worse liturgy from better-paid men.

Cliff Battery Twelve shows how the Command is actually run. Its captain takes money from the Insurance Courts. Sable knows. She tolerates it, and she keeps a sealed file on it against future need. She has not reported it, punished it or written a memorandum about it. She keeps it filed, as anyone keeps powder dry. I have seen bishops ruin themselves through righteous disclosure. The Canon-Marshal has not ruined herself in twenty-three years.

#On the Night Orders

Something calls names from beneath the piers. Lantern flames bend seaward against an inland wind. Rope fibers hum. A watchman who looks into black water loses time, and some watchmen are lost entirely. The Command does not explain any of this. It posts orders against it.

LANTERNLINE COMPLIANCE ORDER 77-D ALL PIER PERSONNEL: AFTER CURFEW, FULL NAMES PROHIBITED ON OPEN PIERS REGISTRY NUMBERS ONLY — VIOLATION = QUARANTINE HOLD BY ORDER OF THE QUARANTINE PREFECTURE AND HARBOR MARSHAL COMMAND

The order is signed jointly, and the joint signature shows how labor is divided in the port. The Command drops the chains at curfew. The Prefecture holds anyone who speaks a name after they fall. Salt lines are laid across the boards every evening. Night patrols are issued waxed earplugs. On open piers after chain-drop, registry numbers replace names, so a provost of twenty years' service is called by a figure from a ledger and is glad of it.

The lamps on those piers belong to the Lanternline Chandlers' Lodge, which holds the oil monopoly and the sealed pattern books. The Command depends on the Lodge's expertise without owning the Lodge, and Sable cannot open a book merely because her provosts guard the catwalk it is used on. According to the published Saffron account, deviating from an approved pattern is a capital offense. Some approved patterns calm the water. Others are used for a different purpose.

In Saffron, Demon-Lure has two meanings. Dockworkers use the word for the things under the boards. The harbor office uses it for the licensed bait apparatus that draws those things into a prepared lane. The Command holds primary operational jurisdiction over the apparatus. The Prefecture, the Chandlers and the Bureau of Bells all dispute that jurisdiction. Bells claims the bell-shards and Orison and Song claims the sung registry cadence. The Bureau of Rites classifies what answers. The Bureau of Doctrine separates calling the Enemy for communion from calling it for destruction, and the Bureau of Purity watches for anyone who confuses the two. Strasbourg holds petitions from several of these claimants and has answered none of them.

#On Controlled Waterline Correction

The apparatus has five parts. The Command's responsibility increases with each one. Lamps hung low in a lure pattern draw the thing toward the lane, and that is the Lodge's craft carried out under the Command's watch. Broken salt lines along the pier boards steer it toward the gap. A false registry number serves as bait: a dead man's number, or a number assigned to cargo. A tone holds the response in place, and three Bureaus currently claim that tone. The fifth part, the closure, belongs to the Command alone. The chain gates fall, the provosts pull back behind the salt posts, and Battery Twelve fires on a strip of water it has already ranged. Losses are to be reported before dawn.

The dockworkers call the lane the bite. In public it is called a controlled waterline correction.

The published Saffron account describes the rest, and the dedicated registry supports it. Selected patterns draw the entities to selected piers. The dead from Low Nets are entered as marine incidents. The exception writs that follow pay for the Prefecture's operations, and the Prefecture's holds supply the labor that replaces the dead. The Command's share of this is material: the piers, the chains, the guns and the order to withdraw. Nobody has shown me a signed instruction from Sable starting the cycle, nor any proof that she designed it. Nobody needs to. A Canon-Marshal who keeps a sealed file on a bribed gun captain does not fail to notice which piers are lit on which nights.

According to the Saffron account, she has made her calculation and it balances. I have checked the arithmetic. It balances because Low Nets is entered on the debit side.

#On the South Pier and the Choir

In A.S. 199 a sanctioned lureline under the South Pier failed. Two lamps guttered. The false registry number got an answer it should not have received. The water rose beneath the boards, and Battery Twelve could not lower its guns far enough to fire on it. A cliff gun is laid for ships in the approaches, and the thing under the South Pier was not in the approaches.

The Brine Choir had gathered illegally under the gutting racks. It sang three tide phrases, and the water fell. Six men survived. Four singers were arrested. Two of them disappeared from quarantine, which means they were in the Prefecture's custody and not the Command's when they disappeared. The official report gave the credit to "corrected lantern pressure."

Earlier Harbor Marshal digests described Brine Choir participation in lure suppression as "unsubstantiated dockside superstition."

Corrected under sealed addendum, A.S. 200. Brine Choir participation is substantiated, and it remains illegal. It is not a Command asset. Uniformed personnel are never to request it in words that could be quoted at tribunal.

The addendum confirms the Choir was there. It does not say how the singing worked, and I will not supply an explanation for it. Nor does it say where the two missing singers went. The Choir is not a unit of the Command, and the Command does not recognize it. At least two of its counter-patterns are known to the Harbor Marshal. Saffron calls that knowledge awareness, and it does not record it as dependence.

#On the Pending Examination

The Demon-Lures register for A.S. 201 lists seventeen active lurelines, nine dormant lanes, four sealed pattern books, and at least two illicit Choir counter-patterns known to the Harbor Marshal. These figures are that year's count and do not belong in the Command's permanent establishment. Sable has not been recalled. Vale has not been removed. Greaves has not been questioned.

Canon-Inquisitor Silex Marrow is authorized to examine the pattern books, subpoena the Insurance Courts' exception writs, and question the quarantine holds used during compliance actions. He is expected by the Feast of the Sealed Harbour. As published, his warrant names the Lodge, the Courts and the Prefecture. It does not name the berth rolls, the chain towers or Battery Twelve.
