#On the Question
The Carmine Rule is a single question, and every hypothesis entered in Dossier Carmine must answer it: was there food there? If the answer is yes, the analysis begins with appetite. Grander explanations may be heard only after appetite has given its account.
That is the whole statute. The Bureau of Inter-Infernal Analysis applies it to Carmine alone. Within that file the four words have done more to save ink than most of what the Bureau of Doctrine has sealed, and they have cost the Bureau nothing except its vanity.
People find the question too small for its enemy. Kargath, the Maw of Endless Hunger, eats counties, and it feels indecent to question such a horror the way a farmer questions a fox. The Bureau answers indecency the way it answers everything else: it writes more. An analyst who finds a hidden design is promoted, quoted and invited to lecture. An analyst who finds that a demon went toward dinner gets a nod and a fresh stack of returns. Inter-Infernal Analysis is an office, and offices pay for cleverness at a better rate than they pay for being right.
#On the Cattle Train
In A.S. 193, observers reported a body of Blightbearers moving laterally toward the Lower Danube. The movement was real. The interpretation came later, and three analysts produced it together. That is how the Bureau knows a mistake has reached quorum.
They read the movement as a symbolic strike at Velmora's liquidity operations: Gluttony advancing on Greed's counting-house, famine set against credit, the Maw walking toward the ledger to show its contempt. The reading had real merits. Kargath does loathe Velmora, and hunger and hoarding have quarrelled in Carmine for a century and a half. The theory ran to fourteen pages. It carried cross-references, apparatus and a title fit for a cathedral door: "On Caloric Semiotics in Kargathan Lateral Movement."
Then a butcher's manifest arrived. A cattle train had been on that line. The entities had smelled it.
A single tally sheet, written by someone who weighs carcasses for a living, displaced fourteen pages written by people who weigh meanings. No tribunal sat and no inquisitor was called. The manifest was laid on the desk, and the theory died of embarrassment beside it.
Carmine movement entry, A.S. 193: Blightbearer displacement toward the Lower Danube classified as symbolic pressure upon Velmoran liquidity operations.
Reclassified: appetite. Governing document: one butcher's manifest. Superseded: fourteen pages.
After that incident, Assessor-Tertiary Haugen instituted the Carmine Rule. The record keeps the order of events and the wording of the requirement. It records no ceremony, and the Bureau will not invent one to make the occasion look better. The memorandum's author was reassigned to commissariat mathematics. The other two analysts appear in no surviving sentence of consequence. The Bureau grants that kind of mercy rarely, and never on purpose.
#On What the Mouth Finds
The question works because Kargath's hunger outlives every meal. Hollow-Walkers drift toward the smell of food and life. Maw-Born turn their mouths toward whatever is most edible. The hosts consume stores, territory and in the end the soil itself. Put the question to any movement report and it sorts the page faster than any theory of intention. A herd, a granary, a barge of salt pork or a village with the harvest just in is each a sufficient cause, and none of them needs a symbol.
Junior clerks always miss the tense. The question asks whether there was food there. A Blightbearer does not have to eat a granary to destroy it: crops rot where it walks, stored food spoils and wells turn brackish. By the time a survey party reaches the place, the answer to is there food here? is no. A careless analyst then decides the entities marched somewhere barren for reasons of high strategy. The rule asks what stood there before the mouth arrived.
The rule sets no method for finding that out. In my judgement the quickest answer usually lies in ration returns, market tallies, stockyard books and the commissariat's dull columns. For generations the Bureau declined to read such paper because it contained no demons.
Abundance complicates the question and also confirms it. At the edge of the Blightmarsh, the Abundance Fields grow grain heavy enough to bend its stalks, while the Marsh's core stays grey mud where nothing grows. Food from the Fields is food that deepens hunger. When a refugee column turns toward those fields, the answer to the question is yes, and that answer is the trap. Carmine records the bodies with full cheeks and hollow eyes. It does not treat the Fields as a stratagem, because they need none.
#On Predictability
A simple motive does not make anyone safe. The A.S. 121 digest learned that before the rule existed. It called Kargath strategy-less and therefore predictable, and Carmine answered that a falling millstone has no strategy either. The Carmine Rule inherits that correction. Knowing why the Maw moves tells a commander where to look. It does not tell the commander how to survive standing there.
Haugen's working summary reads: "He is hungry. He goes where the food is. He eats the food. He remains hungry. Repeat." I quote it here for the fourth sentence, which the office keeps forgetting. Eating finishes nothing. A host that has stripped one valley turns to the next with its appetite no better. Every yes the rule produces predicts the next one.
A no proves less than the clever would like. When the food question fails, nobody gets to leap to symbolism, conspiracy or a newly discovered grand design. A failed question means the observation is incomplete. Look again: for a manifest that was never filed, a herd driven off the books, a granary missing from the market returns. Look as well at human hands. Kargath's cults work inside ration offices and distribution networks. They redirect supply, manufacture scarcity and hand out Abundance produce as charity. The dedicated lore describes most of them as desperate before it describes any of them as wicked. Their work is still calculation, and it goes into the file as calculation. The rule governs how the Bureau reads the Maw's compulsion. It does not excuse the people who clear the road for it.
#On Present Application
Bastion-Constantinople is where the rule earns its rations. Kargath presses from the Black Sea and the Thracian marshes, and his famine-aura rots supply lines before they reach the gates. Every convoy is an answer to the question before it even sets out. The city counts its flour with the reverence other cities keep for relics, and Carmine reads each count as a forecast of movement.
The rule also accounts for the rivals without flattering them. Velmora hoards, and what she locks away the Maw cannot easily reach, so hunger and the ledger keep colliding in the division Carmine reserves for rival consumption. Maldrake shares the Constantinople theatre, and fire is unreliable provender: it cooks, and it ruins. The question survives both rivals. Grain in a vault was there. Grain burned to slag was there until the fire reached it.
Then comes the part no clerk enjoys. If Kargath goes where the food is, the Line can choose where the food is not. Commanders who read Carmine burn grain before a retreat and shoot livestock rather than let it wander east. The file records denial and diversion as remedies and records no final countermeasure. When a granary burns at the edge of a Thracian parish, the parish has nothing to eat that winter. The Maw turns aside, and the children are left where they were. The Bureau of Records receives the result as ration deficits and blank lines.
Tactical denial must be kept separate from the Church's strict ration and its mandatory fasts. Those disciplines produce hunger, and Carmine's own sources note that hungry people listen to anyone holding bread. Burning a field takes a target away from the Maw. A fast takes strength away from the faithful. The Bureau of War may order the first. It must never mistake it for the second.
The fourteen pages are kept in the archive, bound, indexed and marked withdrawn. The manifest is filed beside them. It is shorter.
