#On the Comptroller's Station

Juno Varr is Breath Comptroller of Black-Snow Lor. In plain terms, the Comptroller is the official who decides, by stamp and audit, which lungs the town has formally agreed to keep. The seat of the Breath Office is the Breath Market, which smells of vinegar and fear. Rations, filters and clean-room claims cross its counters under grey-gloved supervision. Lor began in A.S. 71 as Storm-Shelter Node 14-C, with four walls, a roof and a clerk holding a stamp. The town has since grown deeper, darker and more populous. The stamp is still there.

Varr's gloves are immaculate, and the thumb is always smudged with ink. I consider this the most honest portrait the frontier has ever filed: a clean hand, with one digit that has touched every page.

Lor has three powers worth fearing, and none of them carries a sword. Storm Warden Ilex Marr rings the closure bells and so decides when the town seals. Rib-Mother Sael of the Bone-Guild of Rib and Reed holds the masks, the shutters and the lattice secrets. Varr holds the ration ledger and the right of entry to the clean rooms. Any one of these three can kill a district. None can save one alone, and each office records that fact with distaste.

#On the Accounts of Breath

In public, the Office promises fair distribution of rations. In practice it works by audit, by stamp and by deciding who may enter a clean room. A breath stamp is checked at the Filter Gate. Every ration renewal goes past a clerk. Every household's claim to a sealed room has to clear the Comptroller's ledger before it reaches a door. Filter cloth is scarce and so is lamp oil. When the third bell rings, a sealed room is scarcer than either, and the Office prices accordingly.

The Market's currency is the clean minute, a token for time until closure that trades like any bone chit, wax mark or oil slip. A clean minute does not buy air in a jar. It buys a place among the protected: the right to be inside a room the Office recognises when Marr's bells stop and the shutters drop. The Breath Office's whole art lies in the gap between bought protection and actual time remaining. The ledger can sell the first. Only the weather issues the second.

Those who cannot pay go into breath debt. The Office will accept settlement in labour, in names or in surrendered shelter rights. Shifts on the storm berms and in the filter laundries buy access to clean rooms. A launderer who washes ash from cloth all week may sleep behind cloth they washed themselves. This is Lor's version of social ascent, and the Bureau considers it generous.

The ledgers say rations are equal. The streets say the rich breathe longer. Each document is accurate within its own jurisdiction.

#On the Emergency Permits

Since A.S. 199 the black snow has come off-cycle. It clogs filters at a speed the launderers call uncanny and the Bureau of Engineering calls unscheduled. Storms that once gave the Ribwatch Towers fair warning now fall between the counted intervals, and a town built to seal on schedule now seals in a scramble. More people need sealed rooms. Those rooms have to exist before the next fall, which has never once consulted the Guild's work calendar.

Against this, Varr used emergency authority to issue shelter-upgrade permits to contractors outside the Bone-Guild. The Office's stated reason is capacity: safehouses must expand faster than Guild inspectors can certify them. The Guild's stated objection is fraud. Its real objection is jurisdiction.

The permits strike at an arrangement only four years old. After the A.S. 197 Purity compliance review, Sael forced the Breath Office to accept Guild inspection marks on every safehouse upgrade. The Office called that craft oversight. Sael called it keeping clerks from killing people with straight lines. Under the A.S. 197 arrangement, a room became legally sealed through the Guild's mark. Under Varr's emergency permit, it becomes sealed through the Office's.

Masonry is the lesser half of the dispute. A Guild certificate brings ration discounts, eligibility for safehouses, priority for inspection and insurance against closure failure. Without one, the Office has classed a room as unsealed, however dry, warm and full of children it may be. If the Comptroller can declare a room storm-worthy without Guild lattice, the Office gains the power to create shelter by signature. A Comptroller who can create shelter by signature can withdraw it the same way.

The case for the permits is arithmetic. A family in a non-Guild room fitted this season is indoors. A family waiting on certification is standing in the Market queue when the bell rings. The case against is also arithmetic, though the Storm Pit crews do the sums afterwards. Non-Guild shutters in Lor fail at a rate the Guild calls proof of amateur work and the provost patrols call sabotage lacking evidence. An emergency room that fails during a closure kills everyone the permit was meant to save. It does so behind a seal the Office certified and the Guild was forbidden to inspect.

Under the A.S. 183 Fair Workmanship Directive the Guild monopoly was abolished, and the Breath Office may license any competent shutter-fitter.

Clarified by the Frontier Chapterhouse, A.S. 184. The directive abolished only "unreasonable exclusion from frontier craft markets," and the Guild's exclusion was held to be reasonable. The Comptroller's permits therefore rest on emergency authority, which is to say on the weather.

BREATH OFFICE — EMERGENCY SHELTER-UPGRADE PERMIT — A.S. 201 Required capacity exceeds certification rate. Non-Guild works authorised under emergency provision. Guild inspection mark: CONTESTED.

#On Marr and Rib-Mother Sael

The three powers are linked like the joints of a lattice. Varr can recognise a room, grant a permit and renew a ration. Marr decides when the town seals, and no entitlement in the Office's ledgers can move a bell by a single stroke. Sael can withhold her people's labour. That would mean masks left unrepaired, shutters left unsealed and the Glue-House vats left to cool. Her Vent-House also keeps the inner vent map, the one document in Lor that is never for sale. The Office has official airflow plans. The Guild knows which throats of the warren carry air and which only appear to on paper. A Comptroller may designate a safehouse for sixty people. Only a Guild master can say whether it will keep forty-three alive.

Each power depends on the others. The Ribwatch Towers need Guild maintenance on their bell frames. The Guild needs the Office's classifications, or its certificates are worth nothing. The Office needs Marr's bells, because time until closure means nothing without a closure. Sael's own charter dates from the recognition that followed the Concord of Münster in A.S. 105. Lor's competing authorities are older than any of the present officeholders, and they will outlast all of them.

The larger Bureaus have pressed their preferences into the quarrel. The Bureau of War wants the Guild requisitioned, because convoys along the Sagittal Line to Bastion-Przemyśl breathe through Guild masks. The Breath Office wants its emergency contractors certified. The Frontier Chapterhouse wants silence until the next inspection party leaves. Sael has posted notice on Maskers' Row that the Guild cannot guarantee non-Guild structures until its cloth allotments, inspection rights and lattice jurisdiction are restored. A stoppage is threatened. At the time of this filing, it has not begun.

#On the Charge of Selling Air Twice

The Market accuses the Comptroller of selling air twice. The charge is repeated in the vents beneath the Breath Market, where counterfeit breath stamps and storm-safe rentals change hands. It is also repeated at the clean-room counter, where locals swear that one ledger line has admitted two buyers to one room. I record it as an accusation. No conviction, confession or audited double entry under Varr's name has reached the Bureau of Records.

What the Bureau can certify is the condition that makes the charge believable. Lor's ledgers claim equal rations, while its wealthier households obtain longer protection. Air is being priced somewhere between those two facts, and the Comptroller's counter is the only one in town where a price can become a stamp.

According to the dedicated lore, the Comptroller's fear is that the filters will prove fraudulent. Consider what that fear protects. The Office claims that what it rations is real, and that its stamps describe air as well as sell it. A failed filter exposes that claim in front of every witness in the room. If the cloth is false, every clean minute issued against it was sold for nothing. Fraudulent filters would not have to be Varr's to ruin Varr. It would be enough that the Office had stamped them.

#On the Present Disposition

As of this filing in A.S. 201, the emergency permits stand and the non-Guild works continue. The Guild's notice still hangs on Maskers' Row, and the black snow keeps its own calendar. Sael demands exclusive jurisdiction over bone-lattice, first claim on filter cloth and amnesty for past coincidences. War wants requisition. The Chapterhouse wants quiet. Varr makes no public demand and keeps issuing permits, which for a comptroller amounts to the same thing.

Nothing is settled. No peak fall has yet tested the permitted rooms, and Marr's bells have not yet decided who stands inside them. The stoppage remains a notice on a wall. Two descriptions of Juno Varr are now on file. In one, the Comptroller expanded Lor's shelter in time. In the other, the Comptroller sold its air twice and stamped the shutters that suffocated a district. The next off-cycle storm will choose between them before any tribunal sits, and I will not anticipate the storm. It keeps poor records, but it has never been overruled.
