Oxygen Bulbs

The fortress rations the air; the Cartel counts the breaths

Oxygen bulbs stolen from emergency reserves and filled through illegal valve taps sell by breath-count beneath Bastion-Irongate. The Cartel takes brass where the fortress demands permission.

#On the Air Below

Bastion-Irongate rations everything a man needs in order to remain inside it. Heat is allotted. Bread is an entitlement. Movement is permitted by seal and residence by assessment, and clean air is rationed by the same offices that issue the voice-licence and conduct the candle test. The Choir Magistracy and the Breath Office call this arrangement order. It is order. It is also a price list with the prices hidden, and a fortress that hides its prices will find a competitor in due season.

The competitor lives beneath the baffles. In the maintenance crawls and smuggler hollows of the Underchords, below the licensed circulation of Bastion-Irongate, the Underchord Cartel sells what the offices above withhold. Of its recorded goods, the oxygen bulb is the least subtle. A counterfeit voice-licence must get past an assessor's eye. A stolen hymn page needs a reader competent to use it. A quiet pass must be memorised, followed and survived. The bulb asks nothing of its purchaser except lungs and brass.

The fortress has made air conditional. The Underchords have made it portable.

#On the Reserve and the Tap

The published record of the Cartel gives the bulb a two-line pedigree, and the Ledger certifies those two lines and nothing beyond them. Oxygen bulbs are pilfered from emergency reserves. They are filled through illegal valve taps. The record does not say which reserve, which tap, which watch of the night or whose hands. I decline to improvise a genealogy for contraband merely because noble houses are allowed to improvise theirs.

What the record does supply is opportunity. The Cartel's public face is maintenance. Its people move as valve workers and maintenance crews, carrying wrench, lamp and gasket pouch through the service passages behind the fortress's official air. Such men have lawful reason to kneel beside any pipe in Irongate. The fortress trained them, licensed them and sent them to the valves. It should not be astonished when some of them come back carrying something.

Theft from an emergency reserve is a refined species of sin. It robs a future crisis to relieve a present one, and it wagers that the future crisis will arrive after the thief has been paid. The Breath Office would call this sabotage of public safety. The buyer calls it the only reserve ever released to him.

On the bulb's body I have nothing to certify. No account before me describes its shape, its material, its heft in the hand, or how a man is meant to draw from it, and I will not supply what the record leaves out. A bulb is named for what it holds. Its skin is the Cartel's business.

#On the Count and the Brass

The bulb sells by breath-count. That is the whole of its commercial unit, and the record says nothing more. It names no gauge, no seal of measure and no office that checks the count. The buyer purchases breaths, and the number of breaths is the Cartel's word. Irongate assesses its own people by breath and voice and calls the assessment law. The Cartel took the fortress's unit of account and left out the sermon.

Payment is taken in gasket-rings: small brass washers from the Valve Quarter, stamped with pressure rating and date. The stamp belongs to the ring. It records what the brass was struck to bear in a fitting, and it says nothing about what the ring will buy. A washer stamped for higher pressure buys no more air for its strength, and a recent date earns it no seniority at the exchange table. The foundry fixes the brass. The hollows float it.

The Cartel's own quotation is precise, and it is conditional. Five rings may buy an oxygen bulb after a lung-rot notice. Each part of that sentence carries weight. May, because the seller decides. After a lung-rot notice, because the notice is the circumstance in which the figure was given. Strip away the condition and you are left with a number without meaning, which is how most Tithes schedules begin.

The tables move with pressure readings, quarantine rumours, hymn-page recalls and executions. They move by pressure district, by audit frequency, and by the pattern of Breath Office seizures. A bulb that changes hands for one sum in a calm district will not keep that sum through a week of audits, and a run of confiscations makes every surviving bulb dearer. The brass is the same brass throughout. The week is what changes.

Early Tithes correspondence described the gasket-ring economy as "primitive barter."

Corrected, and the correction extended to the bulb. Barter fixes one good against another. The bulb's price answers to notices, readings, audits and seizures. A market that reads the Breath Office's posting board more closely than the Breath Office does has no claim to primitivity.

#On the Notice

The lung-rot notice is an administrative instrument first and a medical one second. It is posted, read, recorded and obeyed. It marks wards for quarantine, men for assessment and bunks for reassignment. A failed candle test costs a worker his place in the arrangement that grants warmth, rations and permission to remain. The fortress does not need to expel him. It need only stop counting him among the warmed.

The outbreaks of A.S. 199 swelled the Cartel's routes. The Breatheries filled, and failed assessments multiplied. Some men took their discharge papers and walked out toward the winter. More paid below. A notice speaks to two audiences at once. It tells the sick what the fortress intends, and it tells the Cartel what the sick will soon need. Only one of those audiences is in a position to set a price.

The Ledger will not overstate what the bulb does for such a man. It is air, sold by count. No one below is recorded advertising it as a cure, a preventive or a remedy, and I enter no such claim on the Cartel's behalf. On this one point the smugglers keep a cleaner advertisement than several licensed institutions I could name, and I record the fact without enjoying it.

#On Delivery and Denial

A bulb sold is a bulb carried. It travels the same routes as the Cartel's counterfeit permissions and warm bunk seals, in the hands of runners who each receive a fragment of the instruction and never the whole. Tap-King Jaro commands that traffic through tap-code and silence. Mira Slate appears where his orders turn into payments, deliveries and changed prices, and the published account lists delivered bulbs among the things her presence attends. The Ledger records that much. It records no workshop for either of them, no stockpile, and no hand of theirs on any valve.

The Bureau of Purity raids. The raids yield confiscated rings, a frightened runner or two, a public notice of progress and, as the Cartel's entry already attests, a private wish that essential quiet traffic resume. Irongate cannot admit the trade, and it cannot do without the wider network that carries it. Those illegal routes bleed failed workers away from public view. An administration that relies on that bleeding has no standing to be scandalised by whatever else flows through the same wound.

The Counterkey Circle shares the corridors and, on occasion, the custom. Its members need what any lung needs, and the Cartel sells it to them on the terms it offers the orthodox: brass, count, silence. The two parties deal in commerce and nothing else. No creed passes with the bulb. A Bureau that wished to prosecute a buyer for doctrine would first have to explain why its own reserves lay open to the tap.

#On the Present Account

In A.S. 201 the bulbs still circulate. The reserves are still robbed and the taps still run. The count is still the Cartel's word, and the rings still change value with every notice tied to a ward rope. No price for continued access has been settled, above or below. The fortress charges in licences and assessments and withdraws them without appeal. The Cartel charges in brass and revises the figure by the week.

The buyer pays one of them. In a bad week he pays both.
