#On the Threshold
"Name your gate by taste."
The garrison says pine for Snowmouth and iron for Intake. On this one point the garrison is exact, and I have not found the Bureau so exact on any other. Snowmouth is the outbound gate, where men leave the mountain and the air tastes of pitch and gun oil. The Intake Gateworks is where the mountain receives them, and it tastes of cold iron, lamp tallow, wet black stone and the breath-sweat of a queue that has been standing longer than it was promised. Above the entrance, in letters two feet high, the garrison motto: SING, OR THE STONE SINGS FOR YOU. Applicants read it as a welcome. Clerks read it as a job description.
The Gateworks is the inspection district of Bastion-Irongate, the fifth fortress of the Sagittal Line, cut into the cliff complex of the Iron Gates gorge where the Danube runs past Orsova. It is where permits are read, pressure is checked and lungs are tested. Past the last desk, the Transit Spine carries the admitted onward into the First Lung, the dormitory vaults where bunks are rented by the hour and warmth goes by vocal tier. Nobody leaves the Gateworks as they came in. They leave with a pass, a referral or a refusal. Through all of it the chant comes up through the rock and into the soles of the boots, steady, prescribed and never interrupted.
Earlier descriptions placed the Intake Gateworks at the head of a high alpine pass between two glacier-fed valleys, with travel times calculated from a ridge in Savoy.
The Gateworks has always been where it is: inside the cliff tunnels of the Iron Gates gorge on the Danube. The glaciers are withdrawn, and so are the travel times. The Breath Office reports that no applicant has ever arrived by the corrected route any faster.
#On the Examination of Breath
"Hold it. Hold it. Enough."
The instrument is a candle. Nobody has found a cheaper one, and the Breath Office does not look for dearer ones. A clerk of the Office holds the lit candle at arm's length. The applicant stands before it and exhales toward the flame, and keeps exhaling, and the clerk times how long the flame stays bent. When it rights itself, the clerk enters the figure in the register. The applicant's lungs are now a document.
People ask me what figure passes. The Breath Office has not published it to me, and I do not publish it to you. I am told the candles are ordinary chandlery tallow. I am told the clerks count in their heads. I am also told the candle is never wrong. I am told a great many things at the Irongate, and I record the ones that come stamped.
The candle measures capacity, which is a different thing from a voice. Pitch, stanza and the right to sing in a prescribed harmonic belong to the Choir Magistracy and its auditions. An applicant may bend the flame like a forge bellows and still sing like an unoiled hinge. The candle does not care. It reports how much air a body holds and how long it can spend it, and the fortress has made that figure a qualification for passage, for work and, further down the Spine, for heat.
Since the lung-rot outbreaks of A.S. 199, the figure has also been grounds for custody. The Breath Office's quarantine powers now reach any worker whose breathing falls below threshold, and a short candle at the Gateworks can end in compulsory isolation instead of a bunk. Those referred go to the Breatheries for medical classification. Ward Seven is full. Ward Eight is being cut out of the rock as I write. The stone dust the garrison calls ice-lung is another affliction altogether, and the candle cannot tell the two apart. The Breatheries are expected to.
#On the Authority of the Seal
"The smallest piece of brass in the Irongate, and the heaviest."
The words are Seal-Broker Lysa Murne's, said over pine tea in the officers' canteen and quoted ever since by people who did not hear them. Murne runs the permit desk of the Transit & Breath Office, which the garrison calls the Breath Office because it has no breath to spare on the full name. Quarantine clearances, gate passes, convoy manifests and bunk allocations all cross her desk, and all of them leave it under her seal. The Office keeps the records, the permits, the quarantine and oversight of the clinics, and it holds that jurisdiction both here and in the Breatheries. An applicant who meets Murne at one end of the Spine may meet her paperwork again at the other.
Her authority is large and has edges, and the edges matter. Tunnel Commandant Hadrik Sorn holds military passage, the gate schedules, the Transit Spine and the pressure doors. Under his command, the stanza-compliance checks are Tunnel Command's to run. Cantor Ys Varr and her Magistracy award the vocal tiers through auditions. The clerks at Intake check the license seals those auditions produce. They do not issue them, and Murne cannot hand out a tier from behind her desk however she smiles.
The tiers are what turn admission into something more than a door. A first-tier license allows residence and basic labour. A fifth-tier license allows supervisory chanting and access to the pressure ledger. The tiers in between are defined in documents I have not been shown, and I have stopped asking. Below the first tier are the unlicensed. They are not expelled. The Irongate is careful about the word. They are refused heat allocation, which in a mountain above a winter river comes to much the same thing, and the paperwork is cleaner.
A gate pass therefore buys entry and nothing else. Work needs a license, and warmth needs a tier. The man who clears Murne's desk with a good candle and no seal has bought himself a cold corridor.
#On Pressure and Identity
"Every door opened is a door that must be sung shut."
Since the Great Hush of A.S. 94, when the tunnel-mouths fell silent for nine hours and three thousand died in the collapse that followed, the Irongate has been held up by song as surely as by iron. Chant crews in the Choir Nave sing in rotating eight-hour watches, and their calibrated hymns keep the gasket seals and the bolts in place. Pressure checks at the Gateworks follow from this. The tunnels are one connected system. A threshold where people, cargo and outside air come in is a disturbance to it, and the gauges are read at the entrance because the entrance is where the disturbance starts. The voice-and-tier order ratified in A.S. 97 made what an applicant's lungs and throat could do a matter of law, not merely of health.
There is a second pressure, and it comes from Morwen, the Weeping Host, Sin-General of Envy. Her agents imitate and replace. A sentry finds his relief arriving early and wearing his face. Against this the fortress keeps Mirror Discipline, which forbids a man to look at his own reflection for more than three seconds and has been formal law since A.S. 193. It also keeps the Ledgers of Self, the dossiers the Hush Court and the magistrates consult when someone's identity is challenged.
An applicant at the Gateworks therefore presents three questions, and the desk cannot answer all of them. Whether the paper is genuine is a matter for the seal. Whether the lung is sound is a matter for the candle. Whether the man is the man is a matter for neither of them.
#On False Clearances
"A quiet pass costs less than a loud funeral."
Every desk has a market under it. The Irongate's is the Underchords, run, as far as anything there is run, by the Underchord Cartel. It sells counterfeit voice-license stamps, stolen hymn pages, oxygen bulbs and the quiet pass, which is the illegal right to move through the tunnels without chanting. At the Gateworks itself bribery is paid in goods, because coin is vulgar and goods are useful: gasket grease, valve springs, a promised choir exemption. A clerk offered a tin of grease is offered something the mountain needs, and that makes refusing it harder to explain to one's own conscience.
The Counterkey Circle has been active in the Underchords since A.S. 198. Its forbidden harmonics and silent signs have made every forged stamp look like sedition. Suspicion is not proof of allegiance. A man carrying a counterfeit seal may be a heretic, or Morwen's, or only cold. The Hush Court has not always troubled to sort them, and the Gateworks is not equipped to.
Then there are the convoys. Tunnel Command wants troops and materiel through the gorge on schedule, and the Breath Office wants every manifest read and every lung timed. Neither office is wrong, and they say so to each other at length. The candle does not run any faster for a column of artillery.
#On the Present Condition
"Next."
In A.S. 201 the Gateworks admits a garrison of some twenty-two thousand souls through a threshold built for fewer and never asked whether it wanted more. Quarantine has turned every timed breath into a possible custody order. Counterkey suspicion has turned every seal into a possible forgery. Morwen's campaign has made every familiar face a matter for the Ledger. The queue grows during convoy surges and shrinks during lockdowns. It never empties. Murne's seal comes down on clearances, passes, manifests and bunk lists. The candles burn down and are replaced from stores. The register fills, and is bound, and a new register is opened in the same hand.
Ward Eight is not finished. Ward Seven is. The chant keeps coming up through the floor.
An applicant stands before the clerk and the candle is raised at arm's length. The applicant breathes out. The flame bends, holds, and rights itself. The clerk writes down a figure and reaches for a seal, and the applicant learns which corridor they will sleep in.
