Ink Dock
The river waits for permission
In A.S. 201, Ink Dock sells waiting, files missing cargo as confession, and keeps the Chain's master slate beneath its Hall. The ferries move when the ink permits.

Rope-Master Lysa Kett
Only she may condemn the rope. Everyone else pays.
Lysa "Splicehand" Kett controls the Rope-Ferry Chain's cables and maintenance crews. Only she may condemn a mainline; the Guild's shortages are paid for in grain that never crosses.

The River Ledger
When the rope writes, the river collects
On the Rope-Ferry Chain, wet mainlines blacken into names, weights, and sentences before the river makes the entries true.
